New report for the Federal Learning Account
The House of Representatives approved at the last minute the postponement of the introduction of the Federal Learning Account until September 1, 2025. The ultimate goal remains its elimination.

Objective of the Federal Learning Account
The Act of October 20, 2023 introduced the Federal Learning Account (FLA). This online application was designed to enable workers to better manage their individual training rights.
As part of this process, employers would be required to register training courses and training entitlements exclusively in the FLA by December 1st, 2024.
Postponement and elimination
This additional administrative obligation has been widely criticized.
As a result, the entry into force of the registration requirement has been postponed. At the end of November 2024, the entry into force was postponed to April 1st, 2025.
The De Wever I coalition agreement already contained the ambition to completely abolish the Federal Learning Account and replace it with a less administratively burdensome system.
Thus, while the current objective remains to move towards abolishing the FLA, on March 13, 2025, the majority parties in the House of Representatives introduced a bill providing for a further postponement. The bill, adopted on March 27, 2025, postpones the entry into force of the registration requirement until September 1st, 2025.
In other words, until September 1st 2025, employers can choose to enter data into the individual training account or use the Federal Learning Account. Workers' training rights are not affected.
Takeaway
Pending the replacement of the Federal Learning Account by a less administratively burdensome system, the majority parties in the House of Representatives introduced a bill on March 13, 2025, to postpone the obligation to register with the FLA until September 1st, 2025. On March 27, 2025, the House of Representatives voted in favor of the postponement.
